Creating a Rural Aviation Neighborhood |

SKY RANCH = ‘YES!’
NC Associates, LLC, is a new member of the Omro Chamber of Commerce. One project of the LLC is to create a rural aviation neighborhood on the outskirts of the cities of Omro and Oshkosh. The working name for the project is the “Oshkosh Sky Ranch and Omro Sky Park.” This is a planned community which optimizes rural, open space, and where people can live with their airplanes.
Why the name “Oshkosh” Sky Ranch? Because the Sky Ranch is generally in the airspace of Oshkosh’s Wittman Field. And, it makes marketing sense as the name “Oshkosh” is a name that is recognized around the world for excellence in aviation.
Why the name “Omro” Sky Park? The concept plans, which are models of “Smart Growth” planning, call for approximately 50% of the almost 175 acres to remain in Open Space. The Developers, in turn, have proposed that the Open Space could be utilized by local citizens, benefiting primarily those in the immediate Omro Area. They envision soccer/baseball fields, a dog park and walking trails among other features.
Why would this development be good for the Community? The Developers feel strongly that the development would bring jobs, jobs and more jobs. What local contractor do you know that couldn’t stand some more work? Further, after the building phase is complete, the residents will support the local economy should they be offered quality goods and services.
But there are already lots of lots for sale in the Town. Why do we need another development? This project attracts a niche market that has no interest in the lots currently available as they do not allow the option for residents to live with their plane. Given this feature, our market place for buyers literally reaches around the world.
Aren’t airports dangerous, noisy and scare animals? The Wisconsin Bureau of Aeronautics staff report that the presence of the Sky Ranch will not change the current “ambient” noise level. The Omro Jump Zone, a commercial operation, has been a good and safe neighbor for over 40 years – why would fair weather flyers be any different?
What about the demands that this development would put on the local government? That’s the beauty of this project. Marketing research indicates that the most likely purchaser would be an affluent baby boomer couple, “empty-nesters”, who would choose to build and live here on a part-time basis. Therefore, they will not burden schools, etc., which is the probably the most expensive element for local governments to absorb.
What is the economic impact? The Oshkosh Sky Ranch and Omro Sky Park will almost double the tax basis of the Town of Omro without incurring expensive infrastructure costs such as for roads, water and sewer. The Developers pay for the roads; the homeowners will pay for their water and septic systems. In effect, the Sky Ranch will develop “lake front” tax basis which is very lucrative for a Town. Farmland, while it is certainly extremely valuable to our community, generates relatively little revenue for the Town.
